New Delhi: The Climate & People Welfare Council (CPWC) has been formally launched at the national level with the objective of advancing coordinated efforts in climate protection, social welfare and sustainable development. The Council has been positioned as an institutional platform aimed at implementing policy-aligned initiatives through a structured framework extending from the national level to the grassroots.

The organisational framework of the Council follows a multi-tier structure, encompassing national, state, district, block/tehsil and village or ward levels, supported by councils, boards, departments and specialised cells. This structure is intended to integrate policy formulation, implementation, monitoring and impact assessment within a single coordinated system.

The Council’s vision focuses on building a balanced, inclusive and sustainable society by treating climate action and people-centric welfare as interconnected priorities. Its areas of work include rural development, public health, education and knowledge promotion, environmental and climate action, women and youth empowerment, cooperative and livelihood development, as well as research and policy support.

A long-term programme framework has been outlined for the period from 2025 to 2030. The proposed initiatives include climate and environmental protection activities, health and nutrition awareness programmes, education and skill development efforts, women and youth empowerment initiatives, livelihood-based interventions, and data-driven research and policy collaboration. These initiatives are planned to be implemented in a phased manner, with regular evaluation of their social impact.

The Council’s operational approach emphasises transparency, accountability and outcome-based assessment. By encouraging participation from institutions, subject experts, civil society organisations and citizens, the Council aims to develop structured and sustainable solutions in the public interest and plans to progressively expand its activities across different regions of the country.
